Users in tenants can see Admin data

I built a localhost Openflow web and used the Multiple Tenancy feature.

The problem is when I have 1 Tenant Admin account and 1 Tenant User account created from Admin. The User account can see #/Users page and #/Roles page

How to fix this problem? If there is any config or something like that to solve it, please tell me. I’m asking because online OpenFlow does not have this issue.
