how do i create a User who cannot create Workflows? The Users should only be able to start the Workflows, with as few rights as possible.
To restrict what people can create you must enable entity restrictions.
This will disallow creating anything for everyone, and then you add policies for who can create what. You can use ensure common button to create a good starting point, you must do this before enabling entity restrictions.
Where can I find these settings?

you set enable_entity_restriction under config in the menu and you configure it under Entity Restrictions also in the menu
I can’t find this setting and I’m afraid to disturb something in the running system. Is it possible to show me the necessary clicks via screenshots?
I have now found the setting. What are my next steps after checking the box? Do I have to create all previously created users again?
